Allah is all-knowing

Since Allah is an all-knowing God, why did he not raise up a LITERATE , Hebrew speaking, Jew to teach a HEBREW Quran to the Jews of Israel, if Deuteronomy 18:18 is what Allah meant for the Jews of Israel? I say, Hebrew Quran because the Quran is supposed to be **superior** to all other books of human history and it is supposed to have the **most advanced Theology** for the Jews of Israel, **abrogating** both , the Torah and the Injeel.
