Can a bangladesh understand Hindi?

Assalamu alaykum, Every body!
I know, Bangeli is one of the branch of Hindi languages. and also originaly from Sanskrit language just like Hindi and Urdu languages.
I am wondering that, one Bangladesh who never learned Hindi can orally (face to face) communicate with a Hindi language speaker from India?
But, for Turkic people, a Turkish from Turkey can orally communicate with a Uzbak Turki from Uzbakisatan, alsao can communicate Kazakh people from Kazakstan.... all Turkic people cant speak to each other without translation, but cannt write each -other.
I know, they cannt write each- other, and how about oral conversation?
