Would anyone be able to direct me in the right direction regarding the following:

I am interested to identify few interested Bangladeshi developers or programmers to work as partners to develop a financial transaction security application to be used over the internet. This proposal is also open for Bangladeshi software development companies that are interested to explore this further. Once team members are selected and the team is solidified, a project plan will be emailed.
