ISP and internet service in Bangladesh

Most of the ISP companies selling bandwidth to a reseller in the residential or commercial areas. Suppose they buy 64 kbps and sell this bandwidth to 20/40 clients. If all the users browse at a time they will get nothing speed. And the reseller unable to provide proper support. I think ISP companies should stop this kind of business.
